Stalemate on prisoner exchange between government and AFC/M23 despite Montreux commitments

Three days after the agreed deadline, no prisoners have been released between the Congolese government and the AFC/M23. The two parties had agreed on an exchange of 311 detainees linked to the AFC/M23 and 166 from the government during discussions in Montreux. Discussions are stalled, particularly over the location of the exchange, and the situation on the ground remains tense with mutual accusations of ceasefire violations.
