In Goma on November 3, Joseph Kabila, Corneille Nangaa and Moïse Nyarugabo met a MONUSCO delegation led by its head, Ambassador James Swan. FRN vice-president Bertrand Bisimwa accused government forces and their allies of expanding military operations across several fronts in violation of commitments made under the Doha peace process. He cited attacks and troop movements in several areas of South and North Kivu, including the Kaziba, Katogota-Luvungi, Mwenga-Kasika, Shabunda, Bunyakiri, Walikale, Lubero and Minembwe axes. The discussions also covered the ceasefire monitoring mechanism and the future of the Congolese Constitution.
