Allegations of secret negotiations between some governments and terrorists have deepened public distrust. Recent incidents, such as the kidnapping of nine people in Ibadan and threats against 32 villagers in Kaduna, highlight the severity of the crisis. Despite significant military spending, citizen security remains compromised.
