The US midterms will test the limits of Trump’s power

The November 3 midterm elections will decide control of Congress and test constitutional checks on President Donald Trump. A Brennan Center for Justice review published on October 20 found that at least 34 federal court decisions had temporarily or permanently blocked administration initiatives involving election procedures and voter registration records. On October 26, a federal appeals court declined to order California to set aside about 20,000 ballots linked to registered voters whom the Justice Department alleges may be noncitizens. Court oversight remains a safeguard, but litigation after disputed measures are introduced can leave states facing uncertainty close to Election Day.
