Togo and Russia agree to recognize maritime certificates

Togo and Russia signed a mutual recognition agreement for seafarers’ certificates and competency documents in Moscow on October 28, 2026. It was signed by Togo’s Minister Delegate for the Maritime Economy, Kokou Edem Tengue, and Russian Transport Minister Dmitri Iadrov, and is based on the 1978 STCW Convention and International Maritime Organization standards. The two countries will be able to verify document authenticity and are to respond to verification requests by email within seven working days. The agreement is intended to ease administrative procedures and help qualified seafarers board ships in either country.
