Since 1997, landowners from Gueya and Tapeguhé have been waiting for customary compensation after ceding 51 hectares to the state for the Toroguhé Gendarmerie School and its training grounds. Group spokesperson Zozo Bai Célestin said repeated appeals to successive prefects had yielded no result. The landowners agreed to pursue a new strategy and renewed their appeal to Ivorian authorities.
