Very Honorable Mention for this thesis highlighting the blind spots of constitutional justice

Hervé Charles Baillet defended his PhD in Public Law at the University of Félix Houphouët-Boigny in Abidjan on September 18, 2026, focusing on the limitations of constitutional justice in Francophone Africa. His research examines the incompetence of constitutional courts, differentiating between competence by textual prescription and by pretentious interpretation. He introduces the concept of 'competence under reservation' to better address democratic and rule of law issues.
