Washington Agreement implementation rate falls to 33.3% between August and October 2026

The overall implementation rate of the Washington Peace Agreement, signed by the DRC and Rwanda on June 27, 2025, under U.S. auspices, fell from 35% at the end of July to 33.3% at the end of October 2026. The African Peace Agreements Barometer reported that the DRC’s commitments declined from 31.7% to 30.8%, while Rwanda’s fell from 30.6% to 29.5%. The report cites continued fighting in eastern DRC, disagreements over neutralizing the FDLR and lifting Rwanda’s defensive measures, as well as limited verification capacity and humanitarian access. Phase 2 remains stalled by disputes over the sequencing and verification of operations, and implementation of the operational order drafted in September 2025 is incomplete.
