Washington Agreement: Progress in neutralizing the FDLR must be accompanied by the immediate and unconditional withdrawal of Rwandan troops and military equipment from the DRC (US)

At a UN Security Council session on October 13, 2026, US Ambassador Jeffrey Bartos called on Rwanda to immediately and unconditionally withdraw its troops and military equipment from the DRC and end all support for the M23. He said Congolese progress in neutralizing the FDLR must be matched by Kigali’s compliance with its security commitments under the Washington Agreement. The United States also said it would continue taking action against those obstructing peace, abusing civilians, or illegally exploiting the DRC’s natural resources. Bartos also highlighted the October planning conference of the Joint Security Coordination Mechanism.
