Yaoundé Bypass: Paul Biya Authorizes Signing of Two Financing Agreements

A decree signed by Paul Biya on November 5, 2026, authorizes the minister of the economy, planning and regional development to sign two financing agreements for section T3, the priority segment of the Yaoundé bypass. The planned contract with the European Investment Bank is worth 150 million euros, or about 98.39 billion CFA francs, while the European Union is to provide an investment grant and technical assistance. The decree authorizes the signatures but confirms neither disbursement of funds nor a construction start date. The document gives inconsistent figures for the EU grant, which need clarification.

FG Urges States to Align Production and Consumption to Protect Farmers

Nigeria’s Minister of Agriculture and Food Security, Abubakar Kyari, urged states to align agricultural production with consumption and industrial demand to protect farmers from losses and stabilise food prices. Speaking at the 48th National Council on Agriculture and Food Security meeting in Enugu on November 5, he said food inflation, which fell to 8.89% in January 2026, had risen to 19.59% by September as input costs continued to climb. Kyari said the National Agricultural Development Fund’s Farm Input Support Programme had disbursed N16.27 billion to more than 115,000 beneficiaries across 25 states and the Federal Capital Territory. He also cited the Bank of Agriculture’s financing for more than 500,000 smallholder farmers and the Guaranteed Minimum Price Programme, designed to protect eligible farmers from distress sales.

At the Néo Charging station operated by Petro-Ivoire, electricity costs 230 CFA francs per kWh, and a full recharge costs 12,000–14,000 CFA francs depending on the vehicle. In November 2026, the maximum price for unleaded petrol is 905 CFA francs per litre and diesel 725 CFA francs, while filling a conventional vehicle can cost more than 40,000 CFA francs. Drivers manage and schedule charging through apps that can be funded via services such as Wave or Orange Money; a car can reach 93% charge in 30 minutes, compared with three to four hours for an electric bus. Charging points with CCS2 or GBT connectors are concentrated in Abidjan parking lots, with some also found in Yamoussoukro, Bassam, Assinie, Moussou and Korhogo.
