Operation Shujaa (DRC-UPDF) against the ADF: The Sentry investigation finds the military operation merely scattered the group into gold- and cocoa-rich areas

Launched in November 2021 by the Congolese and Ugandan armed forces in North Kivu and Ituri, Operation Shujaa is facing growing questions about its effectiveness. A Sentry investigation published on October 27, 2026, says the offensive scattered the ADF into eastern DRC areas rich in gold and cocoa, while the group’s continuing threat allows Uganda to keep thousands of troops in the region. “Weapons for Development Items” campaign: What guarantees are offered to those who surrender their weapons?

Okapi Service examines how weapons can be handed in, what happens to them afterward, and the promised guarantees of anonymity and protection from prosecution for participants. The programme discusses these issues with John-César Bofaka Bakambo of the CNC-ALPC and Emmanuel Mulenga Ntambala, an adviser to the Justice Minister.

Benin: 14 Behaviors Now Classified as Road Offenses, Says CNSR

Benin’s Parliament adopted Law No. 2026-18, the new Road Code, on October 26, and the National Road Safety Center (CNSR) welcomed the reform. The law classifies 14 serious behaviors as road offenses, including driving with a blood alcohol level of at least 0.8 g/l, driving under the influence of drugs, speeding by at least 50 km/h, driving without a license or insurance, and hit-and-run. It provides for tougher checks, immediate license withdrawal in serious cases, mandatory safety equipment, and greater protection for pedestrians and people assisting victims. Road-safety education is also to be introduced in schools and universities; the WHO estimates that around 3,200 people die in road crashes in Benin each year.
