Rural police commissioners and the Association of Police and Crime Commissioners have questioned the case for fewer forces; Rowley also points to underinvestment and a fall in police spending from 0.9% to 0.7% of GDP since 2010.

The meeting followed a diplomatic gathering hosted by First Lady Melania Trump, bringing Russian and Ukrainian representatives together after a six-day local truce in Oleshky. The ceasefire, which ran from October 27 to November 1, enabled nearly 800 civilians to be evacuated and critical food and medical supplies to be delivered.
