On September 10, the Council of Ministers approved 87 appointments, including that of Babacar Mbengue as the Director General of SAPCO SA. This appointment caused confusion as many Senegalese believed he was the mayor of Hann Bel Air, also named Babacar Mbengue. It turns out that the new director has no connection to the mayor and is merely a namesake, an IT professional promoted by presidential decree.
