In the DRC, recruitment in some companies occurs without job postings, often based on personal recommendations, which excludes many young people. To address this issue, the Minister of Employment has made it mandatory for all job offers to obtain prior approval from the National Employment Office (ONEM). Companies that fail to comply with this rule face a fine of 500 US dollars.
