Benin: Driving License Revolutionized to Save Lives

The Beninese government has adopted a major driving license reform through ministerial decree No.100/MCVT/DC/SGM/DITA/ANATT/SA/SGG26 signed on May 20, 2026 by Minister José Tonato. Training is now split into theoretical and practical phases, requiring a minimum of 60 hours of theory and 30 hours of practice before the written exam. After passing, candidates must complete at least six months or 120 hours of actual driving before taking the practical test. Two new categories are introduced: B1 for tricycles and quadricycles, and BE(A)/BEA for automatic vehicles, while the theory exam is fully digitalized with instant results.
