Why the abbreviation for South Africa is ZA instead of SA

The abbreviation ZA for South Africa originates from the Dutch Zuid-Afrika. SA was already used for the Saar Basin in the 1920s-1930s and later for Saudi Arabia. South Africa retained ZA as international vehicle registration code and internet domain (.co.za).
