Speaking to the Congolese community in Moscow on the sidelines of the Russia-Africa summit, Félix Tshisekedi challenged Kigali’s claim that the FDLR pose a threat to Rwanda’s security. He said Kinshasa had begun moving the fighters away from conflict zones to a site in Kitona, ahead of their transfer to a host country in Africa or their return to Rwanda. The Congolese president said Rwanda uses the FDLR issue to justify its presence on Congolese territory.
