The UK has proposed an earned-settlement model that would make indefinite leave to remain depend on migrants’ conduct and contributions rather than granting it after five years. All applicants would need a clean criminal record, strong English skills, no outstanding government debts and evidence of sustained National Insurance contributions. The highest earners could qualify after three years, while people earning more than £50,271 and some public service workers could qualify after five; the proposed wait would be ten years for other migrants and at least 20 years for those who breached immigration rules.
