"When you're asked to account for yourself, you say you're in the opposition": Félix Tshisekedi justifies Prince Epenge's arrest and defends his human rights record

In Moscow, where he attended the Russia-Africa summit, Félix Tshisekedi defended his human rights record and rejected accusations of dictatorship from his opponents, including Joseph Kabila. He contrasted opposition demonstrations in Kinshasa during his presidency with deadly violence under Kabila and called allegations connected to the death of Manasse Lomboto, an associate of Prince Epenge, a setup. Tshisekedi said Epenge was arrested to clarify the facts, arguing that opposition status does not exempt anyone from accountability. Epenge is president of ADD Congo, a C64 official, and spokesperson for Lamuka.

C64 initiative toward Kabila and Tshisekedi is a “confusion of roles” that plays into Kigali’s hands, says UDPS’s Christian Lumu Lukusa

The UDPS youth league rejects the Article 64 Coalition’s plan to meet Félix Tshisekedi and Joseph Kabila in an effort to resolve the crisis and arrange an inclusive national dialogue. Its national vice-president, Christian Lumu Lukusa, calls the initiative ill-timed and says it could legitimize the Front pour la refondation de la Nation, which the U.S. Treasury describes as the successor to the M23’s political wing, the AFC. He warns that the opposition risks serving Kigali’s strategy, following U.S. sanctions on Rwanda’s defense ministry and a Rwandan financial institution on October 28. Lukusa says mediation between the two leaders should be handled by impartial civil society groups and international mediators, and urges the C64 to join the national dialogue under Tshisekedi’s authority.

The Finance Committee rejected the 2026 supplementary budget bill twice, first on October 23 and again on October 30, after it was referred back to the committee on October 27 at Cheikh Diba’s request. The Finance Ministry says it supplied the requested documents and answered Pastef’s memorandum, while majority deputies consider the government’s responses insufficient. Sakho questions why no counterproposals have emerged and says the bill’s prospects in the plenary session appear poor.
