2026 Supplementary Finance Bill: Two Former MPs Warn of Risks from Parliamentary Standoff

After Senegal’s National Assembly Finance Committee rejected the 2026 supplementary finance bill on October 23 and again on October 30, former MPs Cheikhou Oumar Sy and Théodore Chérif Monteil warned of economic and financial risks from the deadlock. They say it could weaken Senegal’s credibility with partners and complicate talks with the IMF over a $2.2 billion financing program spanning 36 months. Public debt has been reassessed at nearly 130% of GDP, while Moody’s downgraded Senegal’s sovereign rating to Caa2 after an earlier $1.8 billion IMF program was frozen. The new agreement reached with IMF staff on September 1, 2026, still requires approval by the Fund’s executive board.
