KRA Targets Payroll Data and Mobile Money Transactions After Ksh132 Billion Revenue Shortfall

The Kenya Revenue Authority (KRA) missed its revenue target by Ksh132.1 billion in the 2025/2026 financial year, collecting Ksh2.844 trillion against a Ksh2.977 trillion target. To recover unpaid taxes, it plans to compare employers’ payroll records with third-party data and scrutinise payments made through till numbers and other mobile platforms. The shortfall included Ksh53.6 billion in Pay As You Earn (PAYE) and Ksh27.9 billion in domestic VAT. Finance Committee Chairperson Kuria Kimani praised the KRA’s record collections but warned against putting further tax pressure on salaried workers.

Neocolonial Debt: Vladimir Putin, Thomas Sankara and the 1987 Truth That Still Rings True

At the Russia-Africa economic and humanitarian forum in Moscow, Vladimir Putin quoted Thomas Sankara’s 1987 warning that debt is a form of neocolonialism. He accused Western states of keeping African countries financially dependent through financing terms he described as exploitative. Putin also pointed to the colonial legacy in African infrastructure and said the value added by the continent’s processing sector remains below 2%. He said Russia helps ease some African countries’ debt by converting claims into funding for national development projects, and called for reforms to the IMF and World Bank to give Africa a stronger role in their decisions.

Nachtigal: NHPC’s projected bill nears CFAF 200 billion in 2027 as “take or pay” terms remain unclear

Nachtigal Hydro Power Company’s (NHPC) “take or pay” bill is projected at CFAF 196.16 billion in 2027, according to a report from budget-planning conferences held from September 1 to 14, 2026. Reviewers have asked the Ministry of Water and Energy to clarify the financial obligations under its electricity purchase agreement with NHPC, including annual amounts, their inclusion in the medium-term expenditure framework, and how invoices are transmitted and approved. They say the detailed account already provided by the ministry is insufficient. The report does not establish what share of the projection would ultimately be borne by the state rather than the distributor.

Gold from eastern DRC is an increasingly important source of ADF funding, says The Sentry

According to an investigation published on October 27 by The Sentry, illicit gold mining and trafficking in eastern DRC are increasing the financial autonomy of the Islamic State-linked ADF. Gold transported to Uganda has reportedly become the group’s main source of funding; the ADF also earn money from cocoa production, extortion and kidnappings. In Manguredjipa, North Kivu, mines controlled by the group are estimated to generate between $1 million and $1.6 million annually. The Sentry calls for investigations into gold supply routes, compliance with military agreements between Uganda and Kinshasa, and efforts to confront both the ADF and the M23.
