The United States sanctioned Nigeria-based Vanguard Tactical Supply Limited, along with Mohammed Ali Tolibov and Alisher Domullodzhanov, for allegedly acting as intermediaries in Iran’s procurement of Chinese-made MANPADS using false end-users. The State Department said the measures are the latest in a series targeting Iran’s military procurement networks and reinforce UN restrictions restored in September 2025. According to The Telegraph, Iran is also negotiating with Russia for S-400 systems, drone components and Verba MANPADS under a €495 million contract signed in December 2025.
