U.S. Midterm Elections: What Is at Stake for Agreements Between Washington and Kinshasa?

The November 3 U.S. elections will decide all 435 House seats and 35 Senate seats, and could change how Congress funds and oversees Washington’s commitments to Kinshasa. A five-year health memorandum signed on February 26, 2026, sets out a $1.2 billion package, including up to $900 million in U.S. support and $300 million in Congolese domestic health spending; these figures are not funds already disbursed. A strategic partnership signed on December 4, 2025, covers critical minerals, infrastructure and investment, including a strategic-asset reserve, a right of first offer for U.S. actors on some projects, and promotion of the Sakania–Lobito corridor. The election could affect the funding and oversight of these agreements, but will not by itself decide whether they are maintained or abandoned.
