“Uganda should strictly respect agreements with the DRC and refrain from unilaterally expanding Operation Shujaa’s geographical scope” (The Sentry)

A The Sentry investigation released on October 27 calls on Uganda to strictly honor its agreements with the Democratic Republic of the Congo and not unilaterally expand Operation Shujaa, conducted alongside the FARDC against the ADF. Any change to the mission’s mandate or deployment areas should be jointly agreed with Kinshasa, made public, and limited to countering the ADF. The organization says further Ugandan troop deployments must be justified by evidence of a persistent threat, noting that ADF attacks in Uganda have been rare since late 2023. The ADF continue to attack North Kivu and Ituri provinces, including the territories of Beni, Lubero, Irumu, and Mambasa.
