North Kivu: Diarrhea cases and deaths surge at Walikale prison

Three inmates died and several others were hospitalized this week at Walikale central prison in North Kivu following an outbreak of diarrhea. Designed for about 100 people, the prison now holds nearly 500 amid dilapidated facilities and a severe shortage of drinking water; cases of diarrhea and skin conditions have multiplied over the past two weeks. Director Joseph Shuruku says the prison lacks the funds to transfer seriously ill inmates to hospital and is calling for an urgent medical response, a functioning infirmary and the resumption of government subsidies. Prison officials and civil society are urging the authorities and international partners to provide health and food assistance.

Nigerian newspapers review: Ebola, government quarantines high-risk contacts and allays fears of spread

Nigeria’s federal government quarantined high-risk contacts linked to the country’s confirmed Ebola case, isolated other contacts and strengthened preparedness in states and health facilities. Newspapers also reported that the National Economic Council endorsed a 90-day economic action plan, while the Nigeria Labour Congress threatened nationwide action after talks on workers’ welfare and petrol prices failed. Olusegun Obasanjo criticized Bola Tinubu’s naira devaluation, and Atiku Abubakar demanded the immediate publication of the preliminary voters’ register ahead of the 2027 election.

ADC Faults APC for Not Answering Atiku’s Questions About N10bn Ebola Fund

The African Democratic Congress (ADC) accused the All Progressives Congress (APC) of evading questions about the N10 billion announced in June for Ebola preparedness after a case was confirmed in Abuja. Phrank Shaibu, the ADC presidential campaign council’s director of strategic communication, asked whether the funds had been released, where they were held and how they had been spent, and called for the publication of release documents and expenditure records. He also sought details of the public-health response timeline: the patient reportedly developed symptoms on October 7, sought care at a private facility on October 11 and received laboratory confirmation on October 20; 44 contacts were identified. Shaibu urged protection and resources for health workers and contacts and asked the government to clarify any proposed restrictions on campaigning or voting during the health emergency.

U.S. Introduces Mandatory Ebola Travel Declaration for All Passengers

Starting November 3, 2026, at 11:59 p.m., all passengers flying to the United States must declare whether they have visited the Democratic Republic of Congo in the previous 21 days. The CDC has instructed airlines to collect declarations before boarding, deny boarding to passengers who do not submit them, and retain each form for at least 42 days after arrival. The requirement comes as Kenya manages an Ebola outbreak linked to a traveler who arrived in Nairobi from the DRC via Uganda and later died; nine of the deceased person’s contacts were subsequently confirmed infected. The United States has also raised its Kenya travel advisory to Level 3, urging Americans to reconsider travel.
