DRC: CREFDL calls for greater transparency in implementing the Lobito and Banana corridors

In a report presented Friday in Kinshasa, the Centre for Research in Public Finance and Development (CREFDL) identified failures to meet legal requirements ahead of public-private partnership contracts for the Lobito and Banana corridors. The organization says requirements in Articles 24 and 25 of the law governing the PPP Advisory and Coordination Unit were not followed and calls for compliance with legal procedures and transparency principles. National coordinator Valéry Madianga said PPPs can help deliver the major projects without increasing the state budget burden, and urged greater involvement of local communities. Conducted from January to August 2026, the study draws in part on the DRC Constitution and the decree on budgetary governance.
