NBS: Enugu records the lowest tax revenue-to-IGR ratio

In 2025, Enugu generated 406.7 billion naira in internally generated revenue (IGR), of which 51.52 billion naira, or 12.67%, came from taxes, according to NBS figures cited by StatiSense. Abia and the FCT led with all of their IGR coming from tax revenue, followed by Bayelsa at 99.39% and Rivers at 96.72%. Enugu Governor Peter Mbah rejected claims that his administration was overtaxing residents, saying revenue growth came from plugging leakages, widening the tax net and diversifying the economy.
