Critic of Rwanda President Kagame beheaded in Uganda

Robert Kabera, a former Rwandan sergeant living in Uganda who had become a critic of President Paul Kagame, was found beheaded in Luwala, near Kampala. Ugandan police are investigating the murder, which likely took place late October 16 or early October 17; his head had not been recovered by Monday. His brother, Victor Agaba, said Kabera had no problems in Uganda and described the case against him in Rwanda as a witch hunt. Other Rwandan opposition figures in exile have been assassinated, including Revocant Karemangingo in Mozambique in 2021 and Patrick Karegeya in South Africa in 2014.
