Backfilling and dredging in Abidjan: Beugré Mambé tightens the screws

Ivorian Prime Minister Robert Beugré Mambé signed a circular on June 11, 2026, to better regulate backfilling and dredging operations in maritime, lagoon, and river public domains. He noted a surge of unauthorized operations, carried out without permits or ignoring technical requirements, leading to floods, ecosystem degradation, and safety risks. An interministerial committee is established, and an immediate halt to all unauthorized activities is ordered, amid tensions around the Ébrié lagoon in Abidjan.
