DR Congo: Referendum Bill Intensifies Constitutional Standoff

On June 9, 2026, the National Assembly of the DRC passed a bill to organize referendums, without opposition lawmakers who have boycotted parliament. The bill could enable constitutional revision ahead of the 2028 elections, as President Felix Tshisekedi has signaled openness to a third term. The opposition warns of a 'constitutional coup'.
