Enrichment on the Corniche: The 20 Billion FCFA Scam by Kuwaiti Group Kharafi

Former Director of Lands, Abdou Gningue, revealed that the Kharafi group sold land parcels exceeding 20 billion FCFA based on a fraudulent attestation from state services. The group was supposed to build a hotel and villas on the Corniche, but after starting construction, they obtained a document claiming 60% land development, enabling parcel sales. An ad hoc committee found the actual development level was much lower, raising suspicions of forgery and illicit enrichment, with significant land grabbing cases in Mbour 4 and Thiès.
