Gauteng misses GBV shelter target as 142 residents discharge themselves
In the first quarter of the 2025/26 financial year, Gauteng’s Department of Social Development reached 345 people through shelters for victims of gender-based violence and crime, against a target of 523. Spokesperson Motsamai Motlhaolwa confirmed the shortfall and cited some victims’ reluctance to remain in shelters; 142 residents discharged themselves during the financial year. The department’s report also blamed delayed funding and municipal compliance problems affecting non-profit organisations, which have led to some facilities closing. The department is working with municipalities and the national Department of Public Works to help shelters meet by-law requirements and identify public buildings for conversion.
