Ivory Coast: Storm Warning on Tax Revenues, DGI in Chronic Understaffing

The General Directorate of Taxes (DGI) in Ivory Coast is facing a major organizational crisis, having collected only 420.2 billion CFA francs against a target of 535.2 billion for March 2026. This situation is worsened by a lack of leadership, particularly at the Human Resources Directorate, which has been vacant for over six months. More than a hundred deputy director positions remain unfilled, leading to precarious management of tax services.
