Russia believes Africa is going through a 'second awakening' to control its resources

Russian Foreign Minister Sergey Lavrov stated that Africa is undergoing a 'second awakening' where nations demand direct control of their resources, during the Russia-AES ministerial meeting in Niger. Niger revoked the Imouraren uranium mining permit from Orano, Mali adopted a new mining code allowing the state to take up to 35% stakes, and the DRC is enforcing local processing of copper and cobalt.
