Algeria Looms Large as France and Morocco Push for Historic Treaty

France and Morocco are drafting a bilateral treaty, the first between Paris and a non-European country from the Global South. A joint committee of 11 members, led by former Foreign Minister Hubert Védrine, is working on the text, with a first draft expected in May. On the Moroccan side, the committee is coordinated by Chakib Benmoussa, a former education minister, and includes influential figures such as Mostafa Terrab and Leïla Slimani.
