The Portfolio Committee on Higher Education and Training expressed shock at revelations that Oupa Nkoane, the administrator of the Construction Education and Training Authority, unilaterally determined and approved a R3 million salary without authorization. Higher Education Minister Bhuti Manamela approved a R2.5 million salary package in January, but Nkoane had already been paid in December. The committee labeled these payments as irregular expenditure and criticized the department's slow response in managing the situation.
