Teen rapists spared jail partly because of intellectual limitations, judge said

Three boys convicted of raping two girls in separate attacks in Hampshire were spared custody. Judge Nicholas Rowland imposed youth rehabilitation orders, citing detailed evidence of their intellectual limitations and rehabilitation prospects. One boy, identified as N, has an IQ in the bottom 1% and extreme neurological impairment, reducing his culpability according to the judge. The sentences are being reviewed by the Court of Appeal.
