Kenya's National Treasury is under pressure to cut the top PAYE rate from 35% to 30% to ease the burden on low-income earners. Public submissions to the National Assembly Finance Committee also call for an overhaul of tax bands and an increase in personal relief from 2,400 to 3,000 shillings monthly. Committee chair Kuria Kimani noted that a full overhaul is unlikely this year due to required analysis. Stakeholders including ICPAK and Deloitte propose new bands starting at 10% and ending at 30%.
