2026 Supplementary Finance Bill: Government Faces Risk of a Third Rejection

Senegalese lawmakers are meeting in plenary to examine the 2026 supplementary finance bill, which has already been rejected twice in committee. If it is rejected again, the prime minister could, after deliberation by the Council of Ministers, invoke Article 86(6) to stake the government’s responsibility on the bill; it would be deemed adopted unless a no-confidence motion is filed and passed within 24 hours. Moundiaye Cissé, executive director of the NGO 3D, warns that institutional instability could weaken the confidence of the IMF and other financial partners, complicate negotiations and delay disbursements. Economy and Finance Minister Cheikh Diba faces the challenge of resolving the parliamentary deadlock while avoiding a crisis of confidence.
