Togo Seeks to Close CFA Franc 3.6 Billion Literacy Funding Gap

Of the CFA 4 billion planned for literacy and non-formal education in Togo in 2024-2025, only CFA 403 million has been raised, leaving a gap of about CFA 3.6 billion. The figures were presented at a roundtable in Lomé on October 23, organized by the Directorate General for Literacy and Non-Formal Education to mobilize partners behind the 2024-2028 national strategy. Two projects were presented: PAJAGO, for young people and adults in organized groups, and a project supporting non-formal education. Participants said literacy can also strengthen health, agriculture and commerce programs; meanwhile, the education ministry’s CFA 212 billion budget for 2026 does not specify funding dedicated exclusively to literacy.
