Justice Ministry Orders Major Change to Police Summonses

In a circular dated November 3, 2026, Senegal’s justice minister ordered all judicial police summonses to state their purpose instead of using the vague phrase “a matter concerning you.” The directive was sent to the prosecutors general for the courts of appeal in Dakar, Thiès, Saint-Louis, Kaolack, Ziguinchor and Tambacounda, who must ensure it is implemented without delay. The minister said failing to disclose the reason for a summons undermines procedural fairness and the defense rights protected by Senegal’s Constitution and the African Charter on Human and Peoples’ Rights. Summonses must also identify whether a person is being called as a witness or a victim, allowing them to prepare and seek legal counsel if they wish.
