Free Transfers, Limits, PI-SPI: Mobile Money Changes from November 2

From November 2, 2026, interoperable domestic transfers totaling up to 8,000 CFA francs per day will be free across the WAEMU, with fees above that amount capped at 0.8%. The holding limit for an identified customer rises from 2 million to 4 million CFA francs, and the monthly top-up limit increases from 10 million to 15 million. Interoperable transactions must pass through the PI-SPI platform, which reports 175 participants and 38 million users. The BCEAO is also lowering the share of customer funds required to remain in demand deposits from 75% to 65%; electronic money balances in WAEMU stood at 1,923.2 billion CFA francs at the end of 2025.
