Treasury Revives Ksh 337 Billion Kibuka High Grand Falls Dam Project

Kenya’s National Treasury has revived the Kibuka (High Grand Falls) hydropower and irrigation dam project by readvertising a tender for transaction advisory services under a public-private partnership framework. The previous deal, valued at more than Ksh 337 billion, was terminated in July 2025 to protect the public interest and review its legal compliance. Located on the Tana River between Tharaka-Nithi and Kitui counties, the project is designed to generate 700 MW, irrigate about 500,000 acres and store more than 5.6 billion cubic metres of water. A pre-bid meeting is scheduled for November 3, 2026, and proposals are due by 11 a.m. on November 24.

He said production areas must be better connected and logistics costs reduced so Congolese businesses and communities along the routes can benefit more from regional trade. The three-day forum brings together political leaders, investors and experts and concludes on October 28 with discussions on project financing and the RIF 2026 awards.
