Bill Clinton Foundation for Peace Raises Alarm over Overcrowding at Ndolo Military Prison
The Bill Clinton Foundation for Peace says Ndolo military prison in Kinshasa holds more than 2,600 detainees despite having capacity for 660, and is calling for urgent measures to reduce overcrowding. In a statement published on October 30, it raised the cases of Norbert Luyeye, detained since November 2024, and General Justin Kalekuzi Songambele, detained since May 2019, adding that the general’s court file had allegedly disappeared from the Court of Cassation archives. The foundation also denounced the treatment of its president, Emmanuel Adu Cole, who was allegedly forced to end a prison visit early and had his recording device confiscated. It urged Justice Minister Guillaume Ngefa to protect the rights of visitors, lawyers and human-rights defenders, and called for the release of both detainees.
