Businesses, homes, and individuals owe county governments Sh100.38 billion in unpaid levies and fees, worsening cash flow issues for the devolved units and hampering service delivery. Nairobi accounts for 58% of the debt with Sh59.9 billion, followed by Nakuru with Sh12.57 billion, and Kiambu with Sh4.82 billion. The debts mainly consist of unpaid local taxes.
