C64 says strategic commitments under Washington agreement will be preserved for the benefit of the United States and DR Congo by legitimately elected leaders

Meeting in Rome on October 26 and 27, 2026, the Article 64 Coalition (C64) called for inclusive national dialogue in the Democratic Republic of the Congo, saying the crisis cannot be resolved militarily amid renewed fighting and what it describes as risks of a constitutional coup and the country’s fragmentation. The coalition says strategic commitments under the Washington Agreement with the United States should be preserved by legitimately elected leaders in accordance with the Constitution, especially Article 220 on entrenched provisions and presidential term limits. It says the dialogue’s terms should be agreed upon and that it should advance peace, civil liberties, and compliance with the 2028 constitutional timetable. C64 also called for the revival of African facilitation led by Angola and Togo, around ECC-CENCO mediation, with a clear schedule and verification mechanisms.
