DRC: MONUSCO meets leaders of the Front for the Refoundation of the Nation

MONUSCO chief James Swan met former Democratic Republic of the Congo president Joseph Kabila at his residence in Goma on Tuesday. Kabila leads the newly formed Front for the Refoundation of the Nation (FRN), a political and military coalition that includes former members of the Congo River Alliance, among them the M23, which controls large areas in eastern Congo. After the meeting, FRN vice-president Bertrand Bisimwa called MONUSCO’s 28-year record a total failure and said he would have preferred the mission’s mandate not to be renewed so its planned withdrawal could continue. Kabila was sentenced to death in absentia by a Congolese court last year for treason and war crimes.

United States sanctions Rwandan entities over alleged support for the FRN/M23

On October 28, the United States announced sanctions against Rwanda’s Ministry of Defence and Zigama Credit and Savings Society, which is accused of facilitating Rwanda’s financial and logistical support for the AFC/M23 coalition. Washington is demanding that Rwanda end all support for the M23, now known as the Front for the Refoundation of the Nation (FRN), and withdraw its troops from Congolese territory. The measures are framed as support for the peace agreements signed by Kinshasa and Kigali on December 4, 2025, and for stability in the Great Lakes region.
