DRC: “We will not hold dialogue with Rwanda’s proxies,” Félix Tshisekedi tells Congolese diaspora in Moscow

On Friday, October 30, 2026, in Moscow, Félix Tshisekedi said preparations for the national dialogue were advancing, with the establishment of its organizing committee and the appointment of its members expected soon. He made denouncing Rwandan aggression and ending any collaboration with Rwanda conditions for taking part. The president ruled out Rwanda’s proxies, accusing them of seeking to advance Kigali’s agenda, and cited proposals to make Kinyarwanda a national language and jointly administer Goma. He also said the dialogue was not intended to distribute positions within state institutions.
