The Tobruk-based House of Representatives, backed by Khalifa Haftar, unanimously approved the 2019 maritime memorandum signed by Turkey and Libya’s then UN-recognised Government of National Accord. The deal defines maritime boundaries between the two countries in the Mediterranean Sea. It forms part of a strategic rapprochement between Turkey and Haftar’s forces, including a military agreement reached in July.
