Electoral Reform: Expert Fofana’s Three-Pronged Structure to Secure Elections

Following the overhaul of Côte d’Ivoire’s electoral system presented on June 22, 2026, Prime Minister Robert Beugré Mambé, Inspector General Siaka Fofana proposes dividing election management among three bodies. Fofana suggests that the supervisory body could consist of neutral figures or representatives of the governing majority and opposition; the technical body could be staffed by experts hired through an open application process or placed under the Interior Ministry. Magistrates and candidates’ representatives would count the votes, with this separation of duties intended to increase transparency and trust.
